Dr. Liang has been involved in over 1,200 infrastructure and water resources projects in the state of California. He has performed hydraulic studies for over 600 bridges and major culvert crossings for Caltrans, the U.S. Army Corps of Engineers, and local cities and counties. He specializes in the fields of civil engineering, water resources, environmental hydrology, and coastal engineering. In addition, Dr. Liang is an expert in both numerical and physical modeling studies.
Dr. Liang has been involved in many award-winning projects, such as the Ford Elementary School Renovation and Blue Oaks Boulevard Bridge over Kaseberg Creek projects. The renovated Ford Elementary School received one of the highest sustainable points rankings in California's High Performance Incentive program. The Blue Oaks Boulevard Bridge over Kaseberg Creek Project won the American Public Works Association Sacramento Chapter's "Outstanding Projects of the Year" award in the "Large Agency/Transportation" category.
Dr. Liang received both his master's and doctorate degrees in Civil Engineering from the University of California, Berkeley. He received his bachelor's degree in Agricultural Engineering (Hydraulics) from the National Taiwan University.
