The California Construction General Permit No. 2009-009-DWQ (CGP) for discharge of stormwater was adopted by the State Water Resources Control Board (SWRCB) on July 1, 2010. For projects requiring CGP coverage, a Storm Water Pollution Prevention Plan (SWPPP) must be developed and certified by a QSD. Actual in-field SWPPP related work must be conducted, overseen, or implemented by a QSP. Both QSDs and QSPs must obtain appropriate training. The State and Regional Water Quality Control Boards of California led the development of appropriate curricula through a collaborative organization called The CGP Training Team; and training is currently provided by certified Trainers of Record (ToR) who are under contract with the California Stormwater Quality Association (CASQA).
