WRECO was founded in 1995 by Dr. Han-Bin Liang, the president of WRECO, who is an expert in the fields of hydrology, hydraulics, sediment transport and water resources management. Dr. Liang received his doctorate degree in Hydraulic and Coastal Engineering from the Department of Civil and Environmental Engineering of the University of California at Berkeley. He offers clients a unique combination of practical engineering experience and academic training.
